UPNM dual system may be restructured to prevent bullying, says Zambry

KUALA LUMPUR: The dual operating system at Universiti Pertahanan Nasional Malaysia (UPNM) may be restructured to prevent future bullying incidents, according to Datuk Seri Dr Zambry Abdul Kadir.

The Higher Education Minister suggested that a review of the system might be necessary, as it has been identified as a potential factor in bullying incidents involving cadets at UPNM’s Military Training Academy (ALK).

“Regarding the bullying incidents at UPNM, it is said to be related to the system that exists there.

“There are two systems: the learning or lecture system, where students attend from 7am to 5pm, and the military academy of the armed forces,” he explained.

“This dual structure has been present during recent and previous bullying incidents,” he said during his ministerial replies on the Budget 2025 at the Committee Stage in Dewan Rakyat on Tuesday (Dec 3).

He was addressing questions raised during debates about what the Higher Education Ministry is doing to address bullying at UPNM.

Zambry mentioned that his ministry is seeking a comprehensive approach to tackle the issue.

“In the context of UPNM, we are considering whether the dual system is appropriate or if we need to overhaul and restructure it,” he said.

Recently, two bullying cases were reported involving ALK cadets studying at UPNM.

On Nov 8, a report was filed after a first-year student was injured on Oct 21.

The 19-year-old victim reportedly suffered fractured ribs and spine after being stepped on by a third-year student.

On Nov 8, a cadet from the same university claimed trial at the Sessions Court for causing hurt to his junior using a steam iron.

Senior cadet Amirul Iskandar Norhanizan, 22, is facing trial for allegedly voluntarily causing hurt to Muhammad Salman Mohd Saiful Surash, 20, by using a hot steam iron in a dormitory room at the ALK on Oct 22.
