Contract system may affect civil service productivity, says Pasir Gudang MP

JOHOR BARU: The move to introduce a contract system for new civil service recruits could affect the government’s overall productivity, says Pasir Gudang MP Hassan Abdul Karim.

The Johor lawmaker said the lack of job security for contract staff was also a cause of concern for the people.

“This will affect the public’s desire to enter the civil service. Imagine if the civil servant’s contract is terminated at age 30 and above, he or she has already been in one specialisation for a few years and it might be difficult for them to switch jobs or start a business.

“They will have to start from scratch and this is a cause of concern for many,” he said when asked to comment on the issue after handing out financial aid to victims of a recent freak storm in Taman Plentong Baru here on Thursday (Jan 25).

Hassan said he is aware of the financial constraints faced by the government; he still hoped that the permanent appointment of civil servants could be retained.

“Look at the issue of contract doctors, there is no solution to it until today,” he added.

Previously, Public Service Department director-general Datuk Seri Wan Ahmad Dahlan Abdul Aziz, reportedly said in a circular that the contract of service system would take effect from Feb 1.

He said the law was still being amended to allow for the creation of a new civil service recruitment method and once implemented, would reduce the country’s fiscal burden.

On Wednesday (Jan 24), government’s spokesman Fahmi Fadzil said the contract appointment system for new recruitment in the civil service is temporary while a study on the salary system for public officers is being completed.

Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi also said that the government has to spend some RM120bil to cover pension payments by 2040 if new salary schemes in hiring public officers are not introduced.
